I have a pair of maternity pants with elastic that can be cinched on each side and held by buttons. When it comes loose it is a pain. Luckily, I have a crochet hook that is nearly a foot long. I can put it through one side and catch the button whole for easier retrieval. You may use the crochet hook along with the safety pin for a faster pull through.
